Who is Madcap?

A survivor of a Hydra chemical attack that killed everyone else on his bus, the man now known as Madcap was doused in an experimental compound that left him virtually indestructible and stripped him of his sanity, giving him the power to inflict wild, unhinged behavior on anyone he looks at.
