Writer Sean McKeever, who had previously shepherded several of the issue's individual characters through their own solo features and backup stories, conceived the series as a deliberate assembly of characters he had been developing across multiple titles — a generational ensemble rather than a traditional superhero team. The book was announced in March 2010 alongside Marvel's broader Heroic Age launch and was penciled by David Baldeon, with covers by David Lafuente. McKeever described the book's central dramatic tension as five young people 'fighting for the soul of their generation,' with the Bastards of Evil introduced from the very first issue as the ideological counterweight to that mission. The oversized debut issue included individual two-page recap histories for each established hero and a full four-page origin flashback for the new character Toro, signaling that McKeever intended the title to be accessible to readers unfamiliar with the characters' tangled histories.
