Wonder Woman #195 is the opening chapter of Greg Rucka's critically acclaimed four-year tenure on the title, a run widely regarded as one of the most thematically ambitious in the character's modern history. Rather than a standard superhero relaunch, Rucka repositioned Diana as a genuine public ambassador whose published word — not just her fists — becomes the engine of conflict, grounding her mythology in political and cultural realism. The issue also introduces Jonah McCarthy as an audience-surrogate newcomer at the Themysciran Embassy, and seeds the introduction of Veronica Cale, a scheming industrialist conceived as a Lex Luthor–caliber nemesis built specifically for Diana. Its DNA runs all the way to the 2019 animated film Wonder Woman: Bloodlines, which drew directly from this arc.

Following the success of his standalone Wonder Woman graphic novel The Hiketeia (2002), Greg Rucka was hired as the ongoing series writer as Phil Jimenez's celebrated run wound down, with a brief transitional period between the two. Rucka has stated that getting inside Diana's head felt 'murderous' during The Hiketeia, which shaped his strategy for the ongoing: rather than writing purely from Diana's perspective, he filtered her world through the eyes of supporting characters — a technique he carried from the graphic novel into this debut issue and the 'Down to Earth' arc. Editor Ivan Cohen oversaw the transition, with Drew Johnson and inker Ray Snyder providing interiors and Adam Hughes delivering the cover.
