The four-issue miniseries was conceived as a tie-in to Marvel's 2024 summer crossover Blood Hunt, itself written by Jed MacKay with art by Pepe Larraz, but editor Mark Basso and assistant editor Drew Baumgartner shaped it to simultaneously conclude the vampire-nation storyline that Percy had been seeding across his long Wolverine run. Basso first worked with Waltz on a shorter anthology piece, then extended the invitation to write this miniseries — Waltz's first Marvel work. Artist Juan José Ryp was a natural pairing, having already illustrated Wolverine's main ongoing series before being brought onto Blood Hunt. Cover artist Ben Harvey provided all four main covers, while TMNT co-creator Kevin Eastman contributed a variant cover for issue #1 as a tribute to his Last Ronin collaborator Waltz.
