The series came together after editor Mark Basso approached Tom Waltz — then a freelancer best known for IDW's Teenage Mutant Ninja Turtles: The Last Ronin — for a shorter Marvel anthology piece; impressed by that collaboration, Basso and assistant editor Drew Baumgartner invited Waltz to helm the four-issue Wolverine tie-in, making it his full Marvel Comics debut. Paired with artist Juan José Ryp, who had already established his kinetic visual style on the concurrent Benjamin Percy Wolverine solo series, the creative team carried continuity forward rather than starting fresh: Marvel explicitly framed the series as the conclusion of Percy's vampire nation storyline rather than a standalone event book. TMNT co-creator Kevin Eastman, a close collaborator of Waltz's on The Last Ronin, contributed a variant cover for the debut issue — his first Marvel cover work — to celebrate Waltz's arrival at the publisher.
