As tourists flying over the remote Dukedom of Despondia, Mickey and Goofy's helicopter is fired upon by soldiers who are pursuing a young girl. The girl, Tina, lives inside a free and independent walled city within the greater dukedom. Dispensing with a long-ago treaty between the city and Despondia, the dukedom's soldiers hold the population of the walled city prisoners within the walls. To make matters worse, the city is sinking into the Earth with no way for the residents to escape. With their helicopter disabled, Mickey and Goofy are also prisoners of the ever-sinking city.
