Lieutenant Davy Jones and his assistant Skooby arrive in the underwater continent of Lemuria on a reconnaissance mission, only to have their Sea Saucer destroyed in a surprise attack by the evil Dr. Fang's sodium torpedo. Rescued by Renata Del Mar—a woman whose father was killed by Fang and whose family estate has just been razed by the villain's Lemurian forces—Jones vows to stop the mad doctor's plans for ocean domination. Commandeering one of Fang's own vessels, the trio attempt to infiltrate the villain's lair, only to discover that Dr. Fang has been expecting them all along.
