The series grew directly out of a seed planted in Jonathan Hickman and Bryan Hitch's Ultimate Invasion, in which the Maker offered his fellow Earth-1610 survivor Miles Morales a key to the new universe before departing. Marvel chose co-writers Deniz Camp (then writing The Ultimates) and Cody Ziglar (then writing Miles Morales: Spider-Man in the main 616 line) to collaborate on the miniseries, pairing the two halves of the crossover's cast with their respective regular writers. Jonas Scharf, already embedded in the Ultimate line through Ultimate Universe: One Year In, was tapped as series artist, providing visual continuity with the existing imprint. The creative team also produced a prologue story — 'Ultimate Incursion: Prelude' — for Free Comic Book Day 2025 (May 3, 2025), released one month before issue #1 hit stands on June 4, 2025.
