Jim Baikie's cover art cheekily frames all four anthology features — The First American and U.S. Angel, Cobweb, Greyshirt, and Jack B. Quick — as targets of public outrage, turning the table of contents itself into a gag. Alan Moore's America's Best Comics anthology was clearly having a lot of fun with superhero satire in 2000, and this issue looks like a prime example of that irreverent spirit.
