Kyotaro is befriended by a sentient pelican, enhanced by the ESP fish, who agrees to aid his escape attempt. Murasaki and Ayumu begin plans to rescue Rinka from the detention facility. The Professor uproots the Diet Building and holds the Japanese legislature hostage. Meanwhile, his ESP strike squad attacks the detention facility, intent on recruiting sympathetic superhumans and killing the unsympathetic ones.
