Tim Holt encounters a daring band of hard cases in the territory and decides to pursue them to Laramie rather than report them to the sheriff. After meeting with the sheriff in Laramie, Tim and his companion Chito learn of a camp being built for the railroad across San Gila Gully and volunteer to help provide extra hands. The Ghost Rider feature story depicts a supernatural avenger who rides against evil men and beasts, including a confrontation with a scarecrow sheriff and later a hunger-maddened grizzly bear that attacks Tim and Chito during their journey through rough, rocky terrain.
