The issue was written by Scott Lobdell — the primary architect of every major X-Men crossover event from 1992 through 1997 — with pencils by Joe Madureira and Humberto Ramos, inks by Tim Townsend, colors by Steve Buccellato, and letters by Richard Starkings and Comicraft, under editor-in-chief Bob Harras. Its unusual structure — almost entirely devoid of the regular X-Men cast — arose directly from an editorial situation: the Uncanny title's long-running Shi'ar space arc (issues #342–345) had kept that squad of X-Men off-planet and out of reach for the crossover's opening salvos, so Lobdell threaded a single-issue bridge story using Daily Bugle personnel and Spider-Man to anchor the Operation: Zero Tolerance narrative on the ground. Lobdell had originally planned for Bastion to hit the X-Men immediately after Onslaught, but editorial held the storyline in reserve for a year, building Bastion across multiple titles first; by the time #346 arrived, it served as part 7 of 25 chapters in the crossover.
