Issue #2 is the true world-building installment of Jennifer Walters' solo series, introducing in a single issue the nearly complete supporting cast that would define her early adventures: her father Sheriff Morris Walters, courtroom rival Buck Bukowski, neighbor Danny 'Zapper' Ridge and his family, and crime boss Nick Trask — all making their first appearances here. The death of Jill (Jennifer's closest friend), orchestrated by Trask's men in a sabotaged-car chase that She-Hulk desperately tries to prevent, establishes the series' central emotional stakes and immediately distinguishes Jennifer's world from her cousin Bruce Banner's. Where #1 was a rapid-fire copyright-protection exercise by Stan Lee, #2 is where series writer David Anthony Kraft began building the actual character mythology that would carry the book through its 25-issue run. It also marks the first time She-Hulk's dual identity creates a direct legal and moral complication — the confessions she coerced as She-Hulk are thrown out in open court, framing the tension between Jen the lawyer and Jen the gamma powerhouse that would fuel the entire series.

The Savage She-Hulk was created in haste: Marvel feared that Universal Television, already producing the hit Incredible Hulk CBS series, might spin off a female Hulk just as ABC had spun The Bionic Woman from The Six Million Dollar Man — and if they did so first, Marvel would lose the rights to the concept. Stan Lee wrote the debut issue quickly to stake that claim, but handed the series immediately to writer David Anthony Kraft and penciler Mike Vosburg, who took over from issue #2 onward. Kraft later described the whole creation as having been done 'under duress,' with Lee's first issue leaving almost no supporting cast or developed villain for him to work with — making #2 effectively Kraft's ground-zero for the series he would write through its conclusion at #25. Jim Shooter served as editor-in-chief for the book.

First appearances in this issue: Nick Trask (the series' primary antagonist through issue #5), Sheriff Morris Walters (Jennifer's father), Dennis 'Buck' Bukowski (ADA and recurring courtroom adversary), Danny 'Zapper' Ridge, Dr. Jonathan Ridge, Mrs. Ridge, and the She-Droid (a robot used by Trask).
Jill (Jennifer's best friend), also introduced here, is killed in this issue when Trask's men sabotage her car — the tragedy occurring despite She-Hulk's frantic attempt to stop a runaway vehicle, and punctuated by Buck Bukowski falsely accusing She-Hulk of causing her death.
Bruce Banner appears only in brief flashback/cameo, recapping the origin from issue #1; this is the first issue in the series where he does not appear in the present-day story.
The courtroom scene establishes a recurring series tension: the confessions She-Hulk extracted from Trask's thugs in issue #1 are ruled inadmissible by the judge because they were made under duress — undercutting Jen's dual role as vigilante and defense attorney.
The issue was reprinted in Germany in Der unglaubliche Hulk (Condor, 1980 series) #12.
Later collected in Marvel Masterworks: The Savage She-Hulk Vol. 1 (2010), which gathers issues #1–14 of the series.
