The Skull attempts to blackmail Kobra into stealing nuclear missiles for him. Batman and the Outsiders separately learn of the plan. Kobra manages to capture the Outsiders and attempts to use them to take out Skull by using the threat of detonating the missiles. Batman and the Outsiders work together to defeat Skull and Kobra. But, Kobra manages to escape.
