Batman and the Outsiders, learning of the plot independently, must join forces to stop the deadly scheme—though Kobra’s escape leaves the threat unresolved. Written by Mike W. Barr and Janine Bharucha, with striking art by Kevin Nowlan (pencils, inks, colors) and lettering by Martine Ségard, the cover by Kevin Nowlan captures the tension perfectly.
