Again, the Justice Machine and the Delta Guard are manipulated into a potential battle involving rebels on a small South American island. But instead, they join forces with the rebels when fired on by President Lobez and his army. After the brief scuffle, the small country is taken over by the rebel leader El Jefe, who then reveals himself to be not only the Brigadier --a behind the scenes U.S. General working with Larsen-- but as Prosecutor Zarren from Georwell.
