Central City has fallen to the Rogues, ruled by Captain Cold. The Flash is believed to be dead, and most of the police have become Agents of Cold. Detectives Burns and Morrow are among the few police who are still resisting Cold's rule. Commander Cold, Wallace, and Avery lead an attack on Captain Cold, but Snart's enhanced powers prove to be too much.
