Nearly killed while on an undercover assignment, Drake lucks into a meeting where Prof. Horton is offering his invention, "The Eye," to The North Bay Mob. While in disguise, Drake is chosen to become The Eye. It's revealed that The Eye's red, white and blue uniform, according to Horton's twisted sense of humor, is intended as a mockery of retired hero Captain Valiant, to whom it once belonged. The Eye soon proves his skill as an underworld executioner, then frees himself of their control, operating as an independent hitman for hire; but in reality, working to bring down the criminal element.
