The Eagle #1 is an anthology featuring multiple stories. "The Eagle" is the main feature, showing the patriotic superhero in blue battling Nazi forces to save America. A second story follows a young man named Johnny who is poisoned and dies, leading his sister and a character named Buddy to visit him in the hospital and make a promise regarding his fate. A third story depicts characters named Lem and others involved in a physical confrontation and dispute over selling something. The final visible story, "Spark and Chuck," follows two sailors who encounter sharks while in the water, are rescued, and reflect on the peaceful life of sailing at sea.

The Eagle and Buddy arrive to investigate, only to uncover Wiley's far deadlier scheme: a secret mountain hangar, a poison-gas bomber, and plans to eliminate the townspeople themselves.
