Tarzan är i hamnstaden M'Bura och träffar jägaren Jack Kelly och revoltledaren Pierre Blanc. Pierre och hans fästmö Marie tänker ta över makten i djungeln genom att sälja ett dyrbart halsband som Pierre kommit över. De tänker sedan beväpna Ngotos stam med gevär och använda stammen som sin armé.
