Constantine has learned that the banished race of Djinn (commonly known as "Genies") wish to return to their rightful place as rulers of Earth. But his occult investigations hit a bump when he finds himself tied to a chair alongside his friend Chas - who, as the result of a Constantine-suggested bet on a horse race, has angered the wrong person: the angry gangster White Boy. Having problems of their own, Mercury and Swamp Thing are attacked by the vicious creatures who inhabit The Rot.
