Supergirl #15 marks the debut of two characters who would prove essential to the long arc of Peter David's run: Twilight, an immortal New God born on Apokolips who becomes one of the series' most consequential antagonists before later merging with Matrix to become a new Angel of Fire, and Elsa Malverne, mother of Linda's love interest Dick, whose appearance deepens the Post-Crisis mythology David was constructing around classic Supergirl supporting characters. The issue also delivers the first meeting of the Matrix/Linda Danvers Supergirl with Power Girl (Kara Zor-L), pairing two of DC's distinct 'Supergirl' lineages in a single story — a pointed nod by David to the tangled post-Crisis history of the character and her many incarnations. History

By issue #15, Peter David's ongoing series — launched in 1996 at DC's direction to retool the Matrix Supergirl — was settling into its mature creative identity. David had deliberately packed the book's supporting cast and setting with echoes of the Pre-Crisis Kara Zor-El era, including a boyfriend named Dick Malverne and a town called Leesburg (a reference to the name 'Linda Lee'), as a way of honoring readers who still mourned the original Supergirl. Leonard Kirk had recently taken over interior penciling duties from series co-creator Gary Frank, with Gary Frank providing the cover; editors Maureen McTigue and Mike McAvennie oversaw the issue.
