Batman and Deadshot tackle Kobra agents to learn the location where they are holding Zoe. The acting Kobra leader wants to resurrect the spirit of their deceased former leader Jeffrey Burr and have it take over Zoe's body. Kobra agent Keenum wants to host Burr's spirit himself and plans to kill Zoe so she cannot. Meanwhile, Waller has sent Harley, Boomerang, and new Squad member Captain Cold to track down and capture Batman and Deadshot.
