When the levee bursts, it breaks up the brawl. Senator Blankenship takes charge, and Mr. McCoy, despite the language barrier, convinces Johnson to help, which he does with the aid of a device from his wrecked spaceship -- it gives superstrength. Even as Johnson labors, Pickens attacks him with dynamite, but Sonny kills Pickens at the cost of his own life. Johnson's device revives Sonny, and Johnson finishes the work McCoy laid out, saving the town but losing his own life -- saving Sonny has used up the device's power. When Herbert Hoover pledges aid, he's hailed as a savior.
