The series was announced at the Lucasfilm Publishing panel at New York Comic Con 2023, where it was presented explicitly as a 25th-anniversary celebration of Star Wars: Episode I — The Phantom Menace. Writer Marc Bernardin later revealed in a social media exchange that the miniseries drew creative inspiration from the 1988 buddy-comedy film Midnight Run, which informs the odd-couple road-trip dynamic between the stoic Mace Windu and the resourceful smuggler Azita Cruuz throughout all four issues. The creative team of Bernardin (writer), Georges Jeanty (pencils), Dexter Vines (inks), Andrew Dalhouse (colors), and Joe Caramagna (letters) remained consistent across the entire run under editor Mark Paniccia, with Mateus Manhanini providing the main covers.
