Hearing that the Baxter gang is going to commit a big crime, the Guardian steps in to bust that up...at least for a little. However, when a policeman notes the absence of Jim Harper from his beat and Harper is warned by the Captain not to do so again, else he'll be fired, the gang decides to commit to heist anyway, knowing that Harper is being constantly watched by a Sergeant.
