Harvey's "tuff little ghost" takes his haunting talents underwater in this charming 1966 installment, as Spooky — complete with his signature bowler hat — lets loose a big bubbly "BOO!" at a startled fish, a starfish, and a wide-eyed sea creature on the ocean floor. There's something delightfully absurd about a ghost trying to frighten the deep sea, and the cover sells that goofy energy perfectly.
