Maximum Clonage: Omega #1 is the climactic conclusion of the six-part Maximum Clonage sub-arc — itself the centrepiece of the sprawling mid-1990s Clone Saga — and it marks the on-page deaths of both the Jackal (Miles Warren) and Spidercide, the two antagonists who had driven the clone storyline to its breaking point. The issue ends with Peter Parker offering Ben Reilly the Spider-Man name and costume, setting the stage for the most controversial identity swap in the character's publishing history and launching the Scarlet Spider's eventual transition to the main Spider-Man title. Maximum Clonage was originally conceived as the story that would wrap up the Clone Saga once and for all and transition Ben Reilly into the Spider-Man role, with Peter and Mary Jane written out to live quietly with their unborn child — and the Gwen Stacy clone slated for a definitive farewell. Editor Bob Budiansky instead modelled the project on the sales phenomenon of 'Age of Apocalypse,' expanding the event and filling it with new clones, which drove away key creative staff: J.M. DeMatteis resigned in creative frustration, Terry Kavanagh departed due to editorial disagreements, and Danny Fingeroth also left during this period. Tom Lyle scripted the Omega finale with breakdown art parcelled across Robert Brown, Roy Burdine, Mark Bagley, and Lyle himself — an unusual multi-penciller arrangement reflecting the production pressures of an oversized 48-page concluding issue. The title Maximum Clonage itself was a conscious riff on the earlier 'Maximum Carnage' crossover, with the Alpha/Omega one-shot format borrowed directly from the Age of Apocalypse playbook.
