With a city wide dragnet being used to capture the Sub-Mariner, Lady Dorma decides to send the Atlantean army to attack New York City to rescue Namor. Namor tries to alleviate the situation, but Lord Seth uses the Proteus Horn to call forth three giant turtle monsters to attack. Namor tries desperately to fight the monsters off and convince everyone that war is not the answer. Realizing this, Seth then uses to horn to call off the giant turtles but gets killed when he inadvertently gets buried by an undersea quake alongside the monsters.
