Dynamite Entertainment announced SilverHawks at New York Comic Con in October 2024, pairing it explicitly with the publisher's already-running ThunderCats series as a second pillar of what it dubbed the 'ThunderVerse.' Writer Ed Brisson, a childhood fan of the cartoon who had previously contributed the ThunderCats: Apex one-shot, actively lobbied Dynamite editor Nate Cosby for the assignment, making SilverHawks a passion-driven acquisition rather than a purely corporate mandate. Artist George Kambadais, fresh off his work on Dynamite's Gargoyles series, joined as co-creator of the visual language for the reboot. Issue #4 was originally solicited for an April 23, 2025 street date but was delayed and released on May 14, 2025 — a pattern consistent with distribution disruptions that affected multiple Dynamite titles during the Diamond Comics Distributors bankruptcy period.
