It marks the first time Robin (Tim Drake) and the post-Crisis Helena Bertinelli Huntress cross paths in a story together, re-anchoring Huntress in the DC Universe after a period of relative absence. Most significantly for the Tim Drake mythos, it introduces Ariana Dzerchenko, Tim's first serious girlfriend, whose debut here seeds a civilian romantic subplot that would thread through the early years of the ongoing Robin series. The issue also plants the roots of Tim's more autonomous, often Batman-defying operating style, a characterization pillar that distinguished him from his predecessors.

Chuck Dixon and artist Tom Lyle were brought together by DC editor Denny O'Neil after O'Neil took notice of Dixon's work on Marvel's Punisher titles; O'Neil invited Dixon to write the original Robin miniseries starring Tim Drake, and the franchise's strong readership response led directly to two sequels, of which Cry of the Huntress is the third. The series was produced simultaneously with Dixon's early tenure on Detective Comics, placing it squarely inside the pre-Knightfall editorial planning sessions Dixon attended at DC — a period when O'Neil's Bat-office was actively developing the supporting architecture that would sustain Tim Drake's world for years. Colorist Adrienne Roy, a longtime fixture of the Batman corner of DC, also contributed to the series alongside Lyle and inker Bob Smith, with cover art provided by veteran artist Mike Zeck.
