Part of DC's sweeping 1999 "No Man's Land" crossover, this issue drops Tim Drake's Robin into a genuinely unsettling situation — the cover by Jason Pearson shows the Boy Wonder overwhelmed by a seething swarm of rats, clawing and surging over him from every direction as other figures struggle in the chaos around him. The title "War Beneath the Streets!" promises something gritty and subterranean, and that cover image of Robin fighting off a living tide of rodents sells the dread perfectly. Chuck Dixon, Staz Johnson, and Wayne Faucher bring their dependable energy to Gotham's post-earthquake nightmare, and this one looks like it's going to get messy fast.
