In the early days of World War II, a Navy destroyer carries an experimental plane strapped to its deck for reconnaissance—what begins as a promising innovation quickly becomes a source of tension as the crew grapples with the dangers and complications it brings.

In the flooded ruins of a Normandy village, Marie fights to save her home by signaling England for help. A reluctant frogman arrives, unimpressed by the "powder puff" mission, but soon finds himself diving through sunken streets, evading Nazi frogmen and uncovering a hidden tunnel beneath the drowned town. With time running out, he and Marie race through the submerged village to sabotage a network of enemy submarines—before the tide turns for good.
