Nightwing #28

The cover of Nightwing #28 (February 1999) delivers an immediately arresting image: a masked, caped woman in purple and black looms triumphantly over a battered Nightwing, who lies sprawled and bloodied across a debris-strewn surface, smoke curling ominously from her outstretched hand.
