Lemire conceived Minor Arcana as his 'dream project' and described it explicitly as his love letter to the classic Vertigo comics of his teenage years — a spiritual counterpart to Black Hammer, which he called his love letter to the superhero comics he grew up reading. He wrote, drew, and colored the early issues entirely himself, completing full artwork for the first arc before the series even launched, giving the book an unusually self-contained creative genesis; letterer Steve Wands joined as the sole other credited collaborator from the start. The series was announced publicly in mid-2024 with BOOM! Studios editor Eric Harburn shepherding the project, and a convention ashcan preview was distributed at San Diego Comic-Con 2024 ahead of the September 4 debut of issue #1.
