Its lead story, 'Cry, Vengeance!', contains Rogue's first chronological appearance in the Marvel universe — predating her published debut in Avengers Annual #10 (1981) by showing the actual moment she steals Carol Danvers's powers and psyche, a defining act for both characters. Publishing this story over a decade after it was written finally gave readers the in-continuity bridge between Avengers #200 and Avengers Annual #10, cementing Carol Danvers's tragic fall from hero to powerless victim within a coherent narrative frame. The issue therefore occupies a singular position in the histories of both Rogue and Carol Danvers, two of Marvel's most culturally enduring characters.

Chris Claremont wrote the Ms. Marvel story and Mike Vosburg drew the original pages circa 1979, but the Ms. Marvel ongoing was cancelled with issue #23, leaving the story unfinished and unpublished for roughly thirteen years. When Marvel finally committed to printing it in the Fall 1992 anthology Marvel Super-Heroes (vol. 2) #11, editor Rob Tokar (with Tom DeFalco as editor-in-chief) brought in Simon Furman to script the final ten pages and Mike Gustovich to draw them, completing what Claremont and Vosburg had left incomplete. The result is a hybrid artifact — partly a genuine 1979 Bronze Age story, partly a 1992 continuation — and it was published alongside two wholly separate backup stories featuring Ghost Rider and Giant-Man (Bill Foster), making the issue a traditional anthology package rather than a standalone special.
