Mad's annual "Dumbest People, Events & Things" roundup arrives in fine form with issue #461, and the cover sets the tone perfectly: Alfred E. Neuman, grinning gap-toothed and blissfully unbothered, floats chin-deep in floodwaters on a submerged Bourbon Street while sporting a FEMA cap — a sharp visual jab at one of 2006's most talked-about institutional failures. The flooded French Quarter streetscape behind him, complete with a Rue Bourbon sign and debris-strewn water, makes the satire impossible to miss.
