The tagline "Targeted for Revenge!" sets an urgent tone for this December 1999 issue of Legionnaires, with cover art by Jeffrey Moy and W. C. Carani showing four Legion members caught in a scene of fiery destruction amid crumbling machinery and debris. In the foreground a dark-haired woman in white crawls desperately across the floor, while behind her a long-haired female Legionnaire unleashes a blazing energy strike, a green-skinned figure looks on in alarm, and a purple-costumed hero descends from above. Writers Dan Abnett and Andy Lanning close out the series' run with what promises to be a high-stakes chapter in the "Emissary" storyline.
