Where its sister book Legion of Super-Heroes vol. 4 #0 told the founding story through the original three Legionnaires, this issue extended that new continuity outward, staging the team's debut before the United Planets council and drafting a fresh roster of recruits in a single story. It is the first-print debut of XS (Jenni Ognats), a new speedster character who is the granddaughter of Barry Allen, making this issue the origin point of one of the Reboot era's most enduring additions to the Flash Family. The issue also marks the inaugural appearance in this rebooted continuity of Triad and Apparition — reinterpreted versions of classic Legionnaires Triplicate Girl and Phantom Girl — establishing the new character dynamics and updated codenames that would define the series for the next decade.

The Reboot Legion was born out of a genuine creative crisis: writers Mark Waid and Tom McCraw, working with editor KC Carlson, spent what Waid described publicly as hundreds of man-hours searching for a way to untangle decades of accumulated Legion continuity before concluding that a clean slate was the only viable path. Waid was explicit that this was his creative decision, not an editorial mandate, and that DC chose to back it. The mechanism was Zero Hour: Crisis in Time!, which in-universe erased the 30th-century timeline entirely, clearing the way for the paired #0 issues. Jeff Moy, who had not previously been a regular on either Legion title, was brought on as penciler for the Legionnaires side of the reboot and would remain essentially the sole artist on the book for its entire subsequent run through issue #78.
