Thinking that he is disaffected with his lot in life and wants to join their drug operation, Hoyle brings the Punisher to Bolivia to meet with a South Vietnamese general turned cocaine drug lord. When General Tranh commands Frank to shoot a Bolivian DEA agent to prove his loyalty, the Punisher rescues Valencia and the pair tries to take out the heavily armed drug ring.
