As the newly-founded All-Star Squadron continues their search for the JSA, Per Degaton recounts his origin to the JSA, a foe they would first encounter in 1947, and defeat. This time, though, after he had regained his memories (since the last battle erased all memories of his being a villain in 1947, reverting him to Prof. Zee's lab assistant), he decided to create a new plan in 1941, with Pearl Harbor as the catalyst. When the Squadron finds him and the JSA, they are defeated at first, but things will change to turn the tide, in the case of Danette Reilly.
