The cover by George Pérez says it all — a massive, wide-eyed figure in blue and red dominates the image, tangled in ropes and swarmed by tiny armored soldiers, while recognizable JLA members including Black Canary, Hawkman, the Atom, the Flash, and Batman scramble across his enormous body in a wonderfully chaotic scene. The Atom, now a mindless giant; drives Hawkman and Red Tornado out of Goltha's fortress city but they are rescued by the Siren Sisterhood. Krystal Kaa tells the League how her parents were murdered by Goltha, and that she needs to retrieve the Staff of Ikara, a talisman that will prove her to be the rightful heir to the throne. The Sisterhood leads Krystal and the Justice League through a secret tunnel back into the city, but they are confronted by Goltha's daughter Kass'andre, who now holds the Staff of Ikara.
