While wanting to investigate a rogue nation possibly supporting super-powered terrorism, the JLA is hamstrung by the politics of the United Nations. Working with former JLAer Faith, Superman, Batman, Wonder Woman, Flash and Green Lantern decide to investigate the country and its threats undercover-- no costumes or identification, ignoring a Presidential Order and a U.N. mandate.
