The Special "Spring Thaw" Issue lives up to its billing — cover artists Craig Rousseau and Wayne Faucher put Impulse right in the thick of it, shouting "Cowabunga!" as he rides a churning wall of floodwater through a city street, arms raised and grinning like he hasn't got a care in the world. Debris and a newspaper screaming "FLOOD!" swirl around him, setting the tone for the story inside, cheekily titled "Rising Waters." William Messner-Loebs, Craig Rousseau, and Barbara Kaalberg deliver the kind of breezy, energetic fun that made this series such a joy in 1998.
