Debris and a newspaper screaming "FLOOD!" swirl around him, setting the tone for the story inside, cheekily titled "Rising Waters." William Messner-Loebs, Craig Rousseau, and Barbara Kaalberg deliver the kind of breezy, energetic fun that made this series such a joy in 1998.
