The cover title says it all — "Impulse Goes Ape!" — and Craig Rousseau and Wayne Faucher deliver on that promise with a gleefully chaotic image of what appears to be Impulse himself transformed into a wide-eyed, grinning ape in his signature red-and-yellow costume, being hauled through the air by a larger, white-jacketed simian figure crackling with blue lightning. It's a wonderfully absurd 1998 DC cover that perfectly captures the series' reputation for humor alongside its speedster energy. William Messner-Loebs, Craig Rousseau, and Barbara Kaalberg bring the interior story "Time Out of Joint" — and if the cover is any indication, this issue leans hard into the fun side of Bart Allen's world.
