It's a wonderfully absurd 1998 DC cover that perfectly captures the series' reputation for humor alongside its speedster energy. William Messner-Loebs, Craig Rousseau, and Barbara Kaalberg bring the interior story "Time Out of Joint" — and if the cover is any indication, this issue leans hard into the fun side of Bart Allen's world.
