American government agents converge on D.J.'s home, determined to arrest Hilo. Dr. Bloodmoon explains that although she created Razorwark to help people, the Jannus government insisted on using him for war, killing other robots, until he removed all robots to the desert to build a new society on their own. When the government used a master switch to "kill" all the robots, Razorwark went to war with the people of Jannus, and Dr. Bloodmoon disrupted their energy sources.
