Irv Novick's cover art packs the composition with chaotic energy — masked adversaries, a desperate brawl, and the Hangman's imposing green-and-dark figure dominating the foreground. Inside, Otto Binder scripts "The Voice of Doom" with art by Bob Fujitani and inks by Tony DiPreta, making this a strong showcase of early-'40s superhero craft at its most spirited.

John Wilson is an artist of little talent and doesn’t take criticism well, so he kills famous painter Norton Rockhill who had put down his work after showing him a painting of how he was going to die. He then sent similar paintings to other critics of his work, but eventually his killing spree was stopped by the Hangman.
