Malcolm Merlyn has killed Ollie's ally Chief Westberg with a green arrow, so the public believes that Green Arrow is the murderer. With this development, Nathan Domini, the mayoral candidate who had run on an anti-Green Arrow platform, wins the mayoral election. Cyrus Broderick engineered the events leading to Domini's election, but when Domini tries to betray him, Broderick abducts Domini and holds him as a captive of the Ninth Circle. Ollie enlists Victoria Much to help him expose Broderick's Queen Industries illegal activities. Malcolm tracks down Ollie for a final confrontation.
