Part two of the "Stormbringers" arc plunges Green Arrow — literally — into churning, debris-filled water, his green-and-brown costume and distinctive blonde beard unmistakable as he struggles beneath the surface while air bubbles trail upward. On the cover, penciled by Rodolfo Damaggio and inked by Robert Campanella, two figures on solid ground watch from above as another body floats lifelessly nearby, conveying a genuine sense of urgency and peril.
