The Joes are restructured so that they have a maximum of 12 active agents who answer directly to one of the Jugglers. Destro restructures Cobra for maximum profit and to help protect the Baroness, who is pregnant with his child. Thomas Stall is brought before a military court to answer for his cowardice during the New Moon mission, and all the rest of the Joe agents who were involved in that fiasco are arrested.
